Transportation | Waterways Mostly through Cai Lan port (international sea port which can allow transport vehicle up to 70.000 MT). A separate port will be built on the Troi river (Eastern side of the IP) in the future. Road The spur line connects Noi Bai – Ha Long highway with National road No.18A are external traffic of the IP. Quang Ninh province is currently studying the construction of connecting roads from the IPA to National road No.18A (can go to Cai Lan port in this route) by the provincial budget, expected to start in the future. Internal transport On North South - East West chessboard shape, advanced flexible pavement type A1, the design load of 12 tons of standard vehicles. |
III. Technical infrastructure  |
Electricity supply system | Power supply will come from high voltage 110kV line to the west of the IP. Overhead line 110kV conductor of the IP substation 110/22KV is expected in the Midwestern - North Industrial Park.
A 110/22KV-2x 50 MVA substations shall be built to supply electricity to the whole IP (urban + industrial). This substation distribution for each sub-project then go to a lower voltage station of the service area by underground cable circuits 22 KV. The 22 KV grid circuit system structure by high voltage XLPE cables / DSTA / PVC / CU 3x240 square millimeters (electric plan ratio 1 per 2000 of the IP was approved on 26th Jan 2007 by Quang Ninh provincial People Committee).
Investors can build their own power supply station for the IP. |
Water supply system | Sources of water supply to the IP are from Dong Ho water plant. In the first stage, water supply through pipeline D500 runs through the IP by Dong Ho water plant. In the second stage, the additional water source are taken from Yen Lap water plant through multi-source water supply network to meet the total water demand of the IP: 9,200 cubic meters perday (the detailed of water supply plan ratio 1 per 2000 of the IP was approved on 26th Jan 2007 by Quang Ninh provincial People Committee). |
Wastewater treatment system | Two stations:
+ Station 1 comprises two processing modules, each processing power lines reaching from 1500 to 1600 m3/day
+ Station No. 2: includes 3 modules handling capacity per line ranges from 2200 to 2400 m3/day. One module will serve urban areas. |

In addition, the IP is supported to facilitate a 80 hectors of urban area developed outside the boundary of the IP. This area on the Southern of the IP, including housing for workers, staffs and some functional areas. |

Water supply system | - From the main water supply pipeline, water will be piped from the 18th Yen Lap water station to water supply station in the industrial zone;
- Water supply system for the Industrial Zone includes 1 water supply station and a piping network for delivery to each plot. Main pipeline with D300, D250, D200, D150(m) are placed under the pavements with the average depth of 1 meter (to the top of the pipes). At the turn points, valves and vials, there are reinforced concrete bearing pads. Along the piplines, there are water supply holes with controling valves and water meters.

Water supply system | Water serves for manufacture of the IZ supplied by the IZ Water Supply Station with the capacity is 6.500m3/ day, night through reasonable and scientific water supply line system to the factory building fence of the investors. |

Warehouse
- The system of warehouses and yards are designed scientifically and supported by regulations of bonded warehouse, export-waiting zone which are very suitable for import-export activities of enterprises.
- 10,000 square m area of warehouse has invested to built and ready for lease by investors.
Management center
Located in the center of the industrial zone is the working place of the Management Center to support enterprises at site. All of import-export business activities of the investors have satisfied by interdisciplinary branch including the representative of custom, tax office and other units.
Lighting
All internal road of industry zone is equipped high capacity lighting alongside the road.
Security
Hai Yen industrial zone security includes provincial police officers, districted police officers, town ship police officers and security of entrepreneur to keep order and safe in industry zone. Besides, industry zone arranges gates and patrol keeping safe 24/24 hours.
Green Trees
Green Trees Fire prevention activity in industry zone must be much attention with modern fire prevention system, arranged by instruction of provincial police officers of fire prevention; besides the investor itself purchases fire prevention equipment in office and enterprise. Officer will be trained fluently and rhythmically coordinated method among other ones.
There is over 35,300m2 for green tree around industrial zone, combining with green tree alongside traffic road to create fresh environment. |
Other | Beside infrastructure of industrial zone, social infrastructure is also focused on developing synchronized, including all items: housing for officer, community area, service area, school, hospital, museum area, super market, sport area.... to settle and meet all demand of officers who work for enterprise in industrial zone. |

Location and boundaries relation | - Van Don Economic Zone covers the whole Van Don island district including 11 communes and 1 town with 80 villages located in total more than 600 large and small islands in Bai Tu Long Bay.
- Boundaries: To the North and Northeast, it is adjacent to Tien Yen district and Dam Ha district; to the Southeast it is adjacent to Co To district; to the West it is adjacent to Cam Pha town and Ha Long city. |
Advantaged location | - About 175km away from Hanoi, 80km away from Hai Phong, 50km away from Ha Long City and 100km away Mong Cai city;
- Van Don Economic Zone has incentives from industrial development corridor Hanoi - Hai Phong - Ha Long - Hai Ha - Mong Cai; located in Northern Coastal development corridor with developing centers such as Mong Cai border city - Hai Ha Industrial Zone – The biggest coal mining area in the whole country, Cam Pha and Cua Ong - Ha Long Heritage City - Lach Huyen and Dam Nha Mac urban/industrial/seaport service zones.

Location and boundaries relation | - Mong Cai border gate economic zone covers the entire Mong Cai city (including 17 administrative units which are all following wards: Tra Co, Tran Phu, Ka Long, Ninh Duong, Hai Yen, Hai Hoa, Binh Ngoc, Hoa Lac and following communes: Hai Tien, Van Ninh, Hai Dong, Quang Nghia, Vinh Thuc, Vinh Trung, Hai Son, Hai Xuan, Bac Son); Hai Ha industrial seaport zone (including 3 administrative units which are Quang Dien, Quang Phong and Phu Hai communes); Quang Ha town and Quang Thang, Quang Thanh, Quang Minh, Quang Trung, Cai Chien communes (Hai Ha district)
- Geographical boundaries:
a) To the North, it is adjacent to Dongxing city (China).
b) To the West, it is adjacent to some communes in Dam Ha district and Van Don district.
c) To the East and South, it is adjacent to East Sea (Gulf of Tonkin). |
The status of land use | Currently, hilly land need to be leveled up for surface to widen border gate. Western area of the zone with the belt route and border stream has fairly flat land, creating favorable condition to develop clear border gate area. |
